MARITIME RESEARCH
2008 FEDERAL LEGISLATIVE AGENDA

Great Lakes Maritime Research Institute

Issue Background:
The Great Lakes Maritime Research Institute (GLMRI) was established in 2004 as a joint initiative of the University of Wisconsin-Superior and the University of Minnesota-Duluth.  In 2005, the U.S. Maritime Administration designated GLMRI to be one of seven National Maritime Enhancement Institutes. These universities provide a research network specifically focused on ways to enhance maritime trade for the benefit of the nation.  Funded by the U.S. Department of Transportation, GLMRI not only oversees research projects at the University of Wisconsin and University of Minnesota, but also supports maritime research at affiliated universities throughout the Great Lakes region.  Click here for more information on the GLMRI or to see a listing of those research projects currently underway.

AGLPA Position:
Congress should provide $2 million in the Fiscal Year 2009 Transportation & Housing and Urban Development Appropriations Bill to continue the Institute's work.

Great Ships Initiative

Issue Background:
Established in 2006, the Great Ships Initiative (GSI) is a cooperative project between the Great Lakes maritime industry, academia, federal agencies, and non-governmental organizations.  The project's goal is to end the introduction of aquatic nuisance species into the Great Lakes via maritime commerce.  Toward that end, the GSI has established a program to assist in the development of environmental technology to remove or kill aquatic nuisance species from ships' ballast water.  In 2007, GSI opened the world's first fresh water ballast treatment technology test facility, located in Superior, Wisconsin.  The project is jointly funded by the Great Lakes maritime industry, the National Oceanic and Atmospheric Administration, the U.S. Maritime Administration, the U.S. Department of Transportation, the St. Lawrence Seaway Development Corporation and the St. Lawrence Seaway Management Corporation of Canada.   Click here (www.nemw.org/gsi) for more information on the Great Ships Initiative.

AGLPA Position:
Congress should provide $1 million in the Fiscal Year 2009 Transportation & Housing and Urban Development Appropriations Bill to continue the GSI program.
